for overhead issues always use verbose graphs, ok?
I would guess thats the overhead caused by incoming connections and we can not manage that, but it should be really small.

The speed bug could be for ack included in overhead limit. Put an higher limit and see if that help.

Thats what I also think,
try setting the upload limit manually to something really high.

Put the correct limits, aka 90% of your real upload speed, since we care about all kinds of overhead, and post a screenshot of graphs with verbose ON please.
