I have reworked the streaming download functionality for 0.45a
such that now the user can choose to download preview parts automatically
also neolaoder wil start downloading befoure the file is fully allocated
and the file priority setting inside a multifile now also gives the order in what the files will be downloaded
also when streaming in the web UI and seeking to a not yet downlaoded part, neolaoder wil adjust part prioritys such that the part just jumped to will be downloaded first
